Water and power consultancy services( WAPCOS) a central govt independent organisation has blamed NH-60 design. Sources said the Report submitted to the woks secretary of Govt of Orissa says so. It claims that the design is ncorrect to the drainage of flood water. And it needs more nos. of water passege systems immediately. So the Designing of M/S Sheladia proved wrong. And the honey moon of NHAI & American company Sheladia exposed.

This independent survey organisation was given the task to identify the fault in construction after so many agitations of the local people. The state govt also made the autherity guilty in the planning and designing. But the NH people did not cared the the govt and the public. So it created flood more intessive in north Balasore year after year. It became clear if we analyse to the damage report of the flood from 2005, when the NH actually made some bridges and strated construction work. During this Year more than 6 lakhs people were affected in 936 villages. It witnessed 4 nos. of casualties and 312 crore infrastructure damage. Similarly in 2007 eight lac people were suffered in 1000 villages creating a 408 crore damage. But the current year the devastation crossed all the limits. In first flood it has marooned ten lacs of people and numbered the death toll to 10. And The problematic NH 60 also broke down created a communication gap. The breech at 3 places in the 53.41 km long National Highway from Balasore to jaleswar created a black history in the designing of NH. Although in Gujarat once upon the flood water passes over the NH but no where the breech occured said an NH officer.

During the construction time in 2005 the local people agitated for more number of water passage and bridge. The State govt also surveyed in the leadership of Central RDC and the chief engineer drainage. The report submitted on december 2006 also stated that the NH requires more numbers of water passege system. Also warned that the passeges are not sufficient to the heavy flood as N Orissa exprienced so many times in past.

But the NHAI did not take into consideration and continue the work with the Report of American Designer Sheladia. With this design the L&T also filled the bridge in spill through design. i.e., filled with earthen material insted of concrete chips and in sufficient drainage system. And opened to puplic in the year may 2007.

But after only 1 year the the NH washed away at Dhira Polo near Rupsa. A 20 meter breech created by flood water. Also In between Balasore and Rupsa 4 more breeches are created causin a totall communication gap. At Vellora also flood water passed on the road. Which caused a 3.5 crore damage to the NHAI. And also witnessed how the Honeymoon between the American Sheladia and NHAI played over the public suffering.

Now Wapcos also agreed the same thing with the report of executive engineer Drainage. In a one year long study the Report says there is a faulty design. And More number of water passage is needed. Sources said the report is also stressed upon wing wall in every major and minor bridge with solid abodement what is no there in sheladia design. thirdly it is against the spill through abodement in the approaching road. The Report submitted to the works secretary also carries many fault and cons of the Design.When the report comes out it will be clear.

The Question is Why the NH autherity opened the road and why they did not stop the work when there is a task with the survey agency. And why they didnot cared the Govt of the state concerned?? Is there any pressure to finish the work???

Yes, says the MP of balasore MR. Kharvel Swain. He agrees that during that time their govt (NDA) is hurry to finish the work as soon as possible as the election was over the head. And Arun Dey , MLA balasoe alleges that the collectors are paid Rs. 1 crore by the construction company to speed up the work

But the NH-60 project Director has disagreed. He said there was no pressure hanging. We have done the work as per the designer. And we put 10 major bridge, 7 minor bridge, 13 under pass, 90 hume pipe drain and nearly 200 box cell culveter between balsore and jaleswar for flood water drainage. But the record breaking rainfall and breech on the river emacment has created the problem he added. What ever the giovt will do we will go through it he added in an telephonic interview.

So it is clear that the the NHAI has done a great mistake by not listening to the govt and the public. As a result another 10 crores will be expended to restore the same .

Chandipur: They don't care the firings at Chandipur. Neither Agni, Prithvi ,Akash nor the bullets and war heads of Indian defense made them out of the sea. On the other hand their number increases, when they get the information of test at the range. The cause is to collect the dead as well as the live cells and war heads. Not for any adventure but for the daily bread and butter. For this they also loose their hands, legs and eye even some time they also loose their life. But unknowingly they protect the sea, the sea lives and atmosphere from the deadly poisonous chemical reaction.

They are the inhabitants of the beach, illiterate and jobless. From the initiation of the project DRDO they have lost their prime job of fishery. Because in the range area activitiy of a civilian is prohibited. And this has affected more than 1000 primitive fishermen of this land at Chandipur, Bardhanpur, Mahishali, Jaydev kasaba, Khadupahi, Nidhipada areas of Sadar block. In the time of major test fires they are evacuated but in the time of firing of PXE neither they evacuated nor they warned. Even in the presence of Deffence and local police they entered in to the sea to collect the blow-ups. In many cases they are also live cells with explosives. They carry them to the beach and sell them to the dalal rating with the weight. They are completely unaware of the composition and harmfulness of the cells which has came in contact of TNT( tri nitrogen touleum), lead, other heavy metals and explosives. . But they only know where there lies alluminium and brass as it costs separate says Ramani Dandapata- a cell picker of 17000 range at Khadu pahi. The rate of the cells are not the same they vary relating to size and weight . A 3 to 4 ft war head sells around Rs. 300 only. And the small sells in a price of 50 or more added Ramani.

Ramani alerted when the military jeep runs on the range road and smells a test of that range. Then he with two iron rods or SIKKA moved to the sea his son followed. They ran nearly 3 kilometers in the sea as the sea comes the beach only once in every 24 hours and 45 days. Again most of the tests run after the sea leaves the beach. And then he take nearly 15 minutes to reach the spot and observes the drop. When he spotted the area he has to compete to find out the cell with the help of the Sikka because only Ramani was not there to search , there are 100s of men with their children around to spot. And who ever spots the cell first he has the right to sell, others ran away.

So for this undeclared competition some time they became the victim of accidents, like explosion of live cells and direct collision of cells from the test point. By this firing 100s of people have lost their life and 1000s of them became injured said Babuli Dalei of Jayadev kasava. He has lost his right hand by same type of accident during the time of fishery. His brother also lost one eye said Babuli. Now he is also going to the sea and doing fishing because fishing is the only source of income for his four member family. He has no land and the govt also has not given any compensation for the last 10 years added Babuli. Similar is the case for Gangadhar Das. He ha lost one of his legs. And now runs with a tin artificial leg developed by him. No govt no DRDO helped him never. On the other hand the people injured by this incident became afraid of treatment in a public hospital because of the threat of security forces. The force will make them arrested and punish as they are doing illegal things said Sambhunath of Bardhanpur. But the force is not doing any thing to the brokers with whom the information of our indigenous made warhead technology can be unveiled he added.

In spite of being threatened they are saving the environment which is also threatened by the activity of the DRDO . Because they protect the sea from pollution, as the cells contain lead and other heavy metals it neither harmed the fish and marine lives, by eating them the human being will suffer as they stocked in the marine lives says environment lover santosh Padhi. For this reason the red crab, jelly fish ' for which the beach was famous for are becoming rare. He expect the explosives may contain organic chemicals like TNT, which is hazardous for human health So a serious study should be taken to prevent the environment from getting polluted adds padhi. Even the fish from this region may be contaminated as they come directly with such toxic particles. So for better health the products from this sea should not be used in food, he added.

Ex mission director of ITR chandipur Major general Ramakrishna Sahoo said Chandipur Sea is a notified firing zone. So no body is allowed to the sea at any time. But keeping the public in mind the district administration is intimated prior to every test even it's a small one said major gen. sahoo. Again the warheads are toxic because of lead and here the lead has came in contact with explosives so to touch them also hazardous. In his time he has seen many cell pickers are blasted in the sea when they carry one live cell, the ex director said.

From the establishment of PXE i.e, 1894, chandipur is considered as the most precious test range of pre and post independent era. Even during the times of world wars Chandipur played a significant role in demolishing the opposition army and navy at bay of Bengal. From that to now a day's chandipur has improved a lot. It has extended its range to 19.5 kilometers and the range to the sea is 3 kilometers width. And also the activities are also increased a lot from the period of 1958 as it came under the DRDO. From that period Chandipur not only helped the Nation in matter of defense but it also given indigenous ideas relating to ballistic and forensic to the public sector undertakings. And as sources said the range is going to be extended as the activities increased. This will extended 50 kilometers to the sea and 50 kilometers towards inner wheeler island which is developed as another test range for the ITR.

No doubt it is a big gift to the Indian Defense for testing our indigenous developed missiles, explosives, warheads and arms and ammunition. But it created doubts to the protection of our environment. This has seemed to be dangerous for the marine lives and people of this region say when the activities are on then they felt a sudden change in weather.

Due to the use of high explosives and heavy metals people may affected with some genetical problems. But it is impossible for the common people and scientists to go to the test area and ask for information, as that is a prohibited area says one scientist from the department of environment science of Fakirmohan University not disclosing his name. And added the cell pickers are doing good things for the sea inspite of this deadly job.

When asked to the district administration the Collector and the DM of Balasore Dr. Alekh Chandra Padhiary said it is illegal to go to the sea in the time of firing. As it is a notified firing zone from the government of Orissa so no body's entrance is permitted. But the Govt is aware of the firing and explosion. And they expect people to inform them about the drop of the warhead. If the people will inform with the help of police they will recover them said Dr. Padhairy.

Here the Question arises why will they inform the govt to kill their daily bread and butter? And why the deffence is not collecting the deadly and toxic cells after firing?

To answer this Ex mission director Sahoo said only the metal parts can be used after processing and it is not well developed yet. Again it is too much expensive and miss use of man power in collecting cells from the bed of the sea said mr. Sahoo.

In this War of law and daily bread the inhabitants turned business of net and fishing into the business of cell picking. As the number of tests are growing they are also getting more an more jobs day by day. By picking them up the bed remais un infected and clear. So they became the friends of our environment unknowingly. But left the question with lack of security and leak of the secret missile informations in public through the brokers of rust iron.

One lady Habildar of Balasore Reserve police is molestaed by her boss in the office when she was in office. As the habildar Minati Das complained to the Town Ps here Mr. Sudhakar Mishra , RI  misbehaved and molestaed her when she was applying for leave. The RI scolded relating to her Tribe as Das is of Sc class. when she protested then She came and make her laid down and molestaed. In this time her friend Babita Panda and her colligues and the supporters of the RI rushed. Then the office became an war place . And 8 personnel injured.

Mrs. Das said the incident happened for the second time. In 2006 also the same Mishra misbehabed. And the incident is in the court. So the officer is doing it intensionally. The Police has received the FIR of Minati Das and lodged a case. In the mean time Mr. Mishra also filed a Fir showing the war.

When asked the Sp Mrs. Rekha Lohani said it is an internal matter and we do not want to disclose it. But the thing will be rewsolved she assured.

Now the harrashed Habilddar is out of station and the association demands the resignation of the officer.

This shows how the officers exploit the subbordinates in a coup.
