Water and power consultancy services( WAPCOS) a central govt independent organisation has blamed NH-60 design. Sources said the Report submitted to the woks secretary of Govt of Orissa says so. It claims that the design is ncorrect to the drainage of flood water. And it needs more nos. of water passege systems immediately. So the Designing of M/S Sheladia proved wrong. And the honey moon of NHAI & American company Sheladia exposed. This independent survey organisation was given the task to identify the fault in construction after so many agitations of the local people. The state govt also made the autherity guilty in the planning and designing. But the NH people did not cared the the govt and the public. So it created flood more intessive in north Balasore year after year. It became clear if we analyse to the damage report of the flood from 2005, when the NH actually made some bridges and strated construction work. During this Year more than 6 lakhs people were affected in 936 villages. It witnessed 4 nos. of casualties and 312 crore infrastructure damage. Similarly in 2007 eight lac people were suffered in 1000 villages creating a 408 crore damage. But the current year the devastation crossed all the limits. In first flood it has marooned ten lacs of people and numbered the death toll to 10. And The problematic NH 60 also broke down created a communication gap. The breech at 3 places in the 53.41 km long National Highway from Balasore to jaleswar created a black history in the designing of NH. Although in Gujarat once upon the flood water passes over the NH but no where the breech occured said an NH officer. During the construction time in 2005 the local people agitated for more number of water passage and bridge. The State govt also surveyed in the leadership of Central RDC and the chief engineer drainage. The report submitted on december 2006 also stated that the NH requires more numbers of water passege system. Also warned that the passeges are not sufficient to the heavy flood as N Orissa exprienced so many times in past. But the NHAI did not take into consideration and continue the work with the Report of American Designer Sheladia. With this design the L&T also filled the bridge in spill through design. i.e., filled with earthen material insted of concrete chips and in sufficient drainage system. And opened to puplic in the year may 2007. But after only 1 year the the NH washed away at Dhira Polo near Rupsa. A 20 meter breech created by flood water. Also In between Balasore and Rupsa 4 more breeches are created causin a totall communication gap. At Vellora also flood water passed on the road. Which caused a 3.5 crore damage to the NHAI. And also witnessed how the Honeymoon between the American Sheladia and NHAI played over the public suffering. Now Wapcos also agreed the same thing with the report of executive engineer Drainage. In a one year long study the Report says there is a faulty design. And More number of water passage is needed. Sources said the report is also stressed upon wing wall in every major and minor bridge with solid abodement what is no there in sheladia design. thirdly it is against the spill through abodement in the approaching road. The Report submitted to the works secretary also carries many fault and cons of the Design.When the report comes out it will be clear. The Question is Why the NH autherity opened the road and why they did not stop the work when there is a task with the survey agency. And why they didnot cared the Govt of the state concerned?? Is there any pressure to finish the work??? Yes, says the MP of balasore MR. Kharvel Swain. He agrees that during that time their govt (NDA) is hurry to finish the work as soon as possible as the election was over the head. And Arun Dey , MLA balasoe alleges that the collectors are paid Rs. 1 crore by the construction company to speed up the work But the NH-60 project Director has disagreed. He said there was no pressure hanging. We have done the work as per the designer. And we put 10 major bridge, 7 minor bridge, 13 under pass, 90 hume pipe drain and nearly 200 box cell culveter between balsore and jaleswar for flood water drainage. But the record breaking rainfall and breech on the river emacment has created the problem he added. What ever the giovt will do we will go through it he added in an telephonic interview. So it is clear that the the NHAI has done a great mistake by not listening to the govt and the public. As a result another 10 crores will be expended to restore the same . harihPanda@rediffmail.com.
