Adamant Manipur Govt and the Active Economic Blockade

Many ignorant tribal people are excited and the govt. of Manipur is proud to hold the Autonomous District Council (ADC) or Dependent District Council (DDC) after a lapse of around 20 years but the tribal intellectual leaders have different perception on its treachery 2008 Amendment Act.

With the 2008 Amendment Acts the ADC simply becomes the Dependent District Council (DDC) in many aspects and it would be better to christen as DDC till its amendment.  The govt. of Manipur should have solved the economic blockade issue within 10 days but Ibobi Singh only want to create a big issue out of it to get people support and from the central govt. so as to remain in the chair as Chief Minister in next election also. As the Manipur govt. dreams and aspiration to celebrate 50days of economic blockade is successful without solving the problem, one needs to congratulate the govt. of Manipur for its adamant to the economic blockade problem; it is like a Golden Jubilee celebration. Fifty days back Ibobi Singh was the most hated CM of Manipur but now indeed he becomes the hero of Manipur through his obstinate head and for not solving the economic blockade problem. 

Why Erabot is taking risk his life by going to Noney, Tamenglong? Of course he also becomes another ephemeral hero for the valley people through his courage food mission trip. He was praised and warmly welcomed by the people in the valley but in his second attempt to raise his status, it becomes an impossible mission in real life. Don’t you think that it would be much better and easier to call the tribal leaders for negotiation and solve the present problem instead of going for impossible mission to become another hero of the soil? Do you think that we need to raise some more heroes through food mission trip? Do you think that the govt. of Manipur is playing a foul and prolonging the economic blockade issue so that many more heroes like Ibobi Singh and Erabot are raise in the state?

“MPP legislature wing leader O Joy observed that such prolonged blockades on national highways were unheard of in any other part of the world. He also questioned the inaction of the Central Govt. and the State Govt. against this illegal blockade” Though the MPP clubbed together with Muivah’s entry to Manipur issue with economic blockade but they have fairer approach to inaction of the govt. Recently, Minister Ranjit has summoned the tribal leaders for negotiation on 2008 Amendment Acts but the minister wants to have talk only after the ADC/DDC election. Still the re-polling is going and it will take more days to complete the election process and till then the tribal people and meteis in the valley have to suffer due to scarcity of food items, fuel etc and wait for the govt. of Manipur to com plete the election processes. 

It is quite pathetic to see the inaction and delay tactics of solving the present economic blockade but the people living in the present state of Manipur have to wait with finger crossed for a successful amendment of deceit 2008 Amendment Acts. In one way, for the tribal in Manipur the present 2008 Amendment Acts is becoming like the AFSPA draconic law, which is imposed in Manipur.
Do you think that the present economic blockade can be solved by tribal leaders alone without the govt. of Manipur? If that is the case, why do the tribal leaders need the govt. of Manipur to do amendment in 2008 Amendment Acts? If the tribal leaders alone cannot solve the current problems, why most of the organizations and home secretary, GK Pillai is giving pressure to the tribal leaders only? 

NSF Prez in a statement said, “Pillai should thoroughly read the recent amendment of the Manipur (Hill Areas) District Councils Act which has taken away the right of the tribal people including the Nagas before jumping into conclusion as to whether the action of the Nagas to launch agitations in protest against such “manipulative and oppressive act” of the Manipur government was justified or not. The NSF termed it as “unfortunate” that Pillai did not know that it was the govt. of Manipur who blocked the NH in the first place. NSF also asked whether he has any concern for other humanitarian issues other than “blindly supporting” the Manipur government… Is Mr. Pillai the home secretary to the govt. of India or the spokesperson of the Meiteis? We can only tell to Mr. Pillai to be more fair in his approach to the present crisis if he is really interested in solving the issue.” The NSF has rightly pointed out on GK Pillai’s one sided approaches on economic blockade. How many people have die out of hunger due to current economic blockade? What he has done when some of the metei militants have earlier killed the non-local people in Imphal and ultimatum served to them? Is economic blockade more serious than killing and ultimatum served to the Biharis and UP? Have you done your home work to tell the govt. of Manipur to invite the tribal leaders to come for negotiation? 

One should also know that the present crisis in Manipur is nothing but the awakening of the tribal people through modern education and seeking their rights and justice. One of the best examples of this kind of awakening can be cited as the awakening of the Dalits and demanding their rights and justice. The govt. of Manipur or meteis should not misunderstand that the tribal people are against them, infact it is only the demand of the rights of the tribal people. I am sorry to say this but I doubt if some of the tribal MLAs could read and understand what is written in 2008 Amendment Act, so even if the govt. of Manipur alleged that the MLAs approved the 2008 Amendment, it can not be justifiable as now the tribal intellectual leaders come to know the treachery A ct of 2008 Amendment. 

The tribal people in Manipur have suffered enough and the govt. of Manipur should now give justice to the people in the Hills districts. Some of the people in the valley may point out that Rishang Keishing (tribal) was the CM of Manipur for some years. Yes, he was the CM of Manipur for some years but he became the CM of Manipur not because he is the man of the people – both for the hills and valley or extraordinary person but during that time there were divisions among the metei politicians. Anyway, what he has done for the hill people during his tenure? He loves more his chair of CM and he was only the puppet CM of the metei majority politicians. So not one can justify that there were many MLAs and CM of Manipur from the hill districts and suffering and step-motherly treatment to the hill people is justifiable. Even if there are some MLAs from the tribal areas, they were not clever and educated as the meteis politicians. 

The people – both in the valley and hill districts should know that Ibobi Singh govt. is shrewdly playing a foul through delaying tactics in solving the economic blockade and trying to club together the issue on Muivah’s entry to Manipur. However one should not misunderstand and club together the different issue and solve the economic blockade urgently even before the ADC/DDC re-polling and counting of vote is complete.

Press Trust of India responsible for distorting news of Mao killing

PTI responsible for distorting news of Mao killing

Press Trust of India is considered to be one of the most trusted news agencies in India. PTI is a registered news agency since 1949 and many national and local dailies subscribed to it. It would be difficult to question the reliability of PTI news report as it is one of the most trusted news agencies in India but the accurate news need to be reported keeping the neutrality and the spirit of the media. Most of the National dailies, like The Times of India, The Hindu, The Statement, The NDTV, ZeeNews etc reported that two women were killed in stampede and the source is given as PTI. 

The PTI reports, “May 6 (PTI) NSCN (IM) leader Th. Muivah today put off his visit to his ancestral village in Manipur even as three among a crowd waiting to welcome him across the border were killed in a stampede when police fired teargas shells to disperse them…Two women died in a stampede after police burst tear gas shells to disperse hundreds of Th. Muivah supporters”

It was clear enough those two students (Chakho S/o Neli, B.A. 2yr St. Joseph College, Bangalore and Loshou S/o of Daikho BA 2yr St. Joseph College, Jakhama, Nagaland) were gunned down in the morning by Manipur Commandos and IRB. 

First, so there is not any question arise about the stampede by the crowd. 

Secondly, it is also clear enough to identity from the dead bodies whether it is a man or a woman if the PTI reporter presents at Mao on that day. If their reporter did not present in that barbaric and inhuman killing by Manipur SF, how can they circulate their erroneous news to national dailies and TV channel like Zeenews?

Thirdly, the Times of India reports and the source is given as PTI, “Meanwhile, Manipur police opened fire and used teargas shells to quell protests by Nagas, mostly women from Ukrul district, at its side of the border at the inter-state check gate at Mao in protest against the Manipur government’s decision disallowing Muivah’s visit.” All Manipur United Club Organization (AMUCO) called for 48hrs total Bandh in Manipur from 5-7 May evening and none of the vehicle plies from Imphal to all the hill districts. The incident took place at Mao on 6May and there is not any chance for the Tangkhul Women to come to Mao, Senapati District for mass rally. How can they report that most of the women were from Ukhrul district? What are they trying to report by this? In Mao area we can hardly find any Tangkhul household, so question does not arise here again that the Tangkhul women were present in mass rally on that day. Muivah belongs to Ukhrul district but it does not mean that only the Tangkhuls work for the Naga political problem. This report is ambiguous in its nature and it seems like the whole report is trying to manipulate the Naga issue and try to mislead the people.

In conclusion, I would like the PTI to apologize to the Naga people for erroneous news report and trying to mislead the people.

National Highways of NE India in Pathetic Condition

The word “Pathetic Condition” may be too harsh to use in describing the National Highways (NHs) of Northeast India but one need to travel by vehicle to understand and feel the true sense of the NHs in northeast India. In previous MP election the BJP campaigned about the “Shinning India” and it may be true in NE India Highways, which is indeed shinning with copious of potholes, pebbles and dust in National Highways.
In 2003 I went to Aizawl by bus from Guwahati and had a good experienced in that pathetic road condition. This time on 2nd December 2009, I took flight from Kolkata to Agartala but since I want to experience the ground reality of the NH in northeastern States, on 4th Dec. 2009 I took bus from Agartala to Gauhati by bus and I had a good experienced travelling by bus for 21 hours.  It is indeed horrible to travel 21 hours by bus in such a pathetic road condition where the road is small and Zig-zag. The NH54 from Assam-Tripura border to Assam-Meghalaya border is indeed so pathetic with lots of thick dust on the road with little tar (blacktopping) in some portion; there are too many potholes and during the raining seasons we can even make fish pond in those potholes along the NH. Between Tripura-Assam borders and Assam-Meghalaya border, the road is too bad and it took around 3hours in 60kms. The National Highway from Agartala to the border of Assam is comparatively better than the road from Tripura-Assam border to Assam-Meghalaya border even though the road is zig-zag.
We cannot deny that NHAI and State government is trying to improve the NHs in NE but the quality of road repairing and utilization of the sanctioned money may be questionable. As we move away from Guwahati – the commercial hub of Northeast India, we find more pathetic roads condition in the peripheral region. “The voluntary organization Save Guwahati Build Guwahati (SGBG) has stressed the need of improving the communications links to the northeast to arrest the spiraling rise of the prices of essential commodities” (AT) and need more people and organizations like SGBG to work as pressure group to improve the road transportation so as to reduce the cost of the essential commodities in the region. All the trucks owners in northeast also may need to join with other organization to improve the NHs in NE. It is worth to note that the Arunachal Pradesh has earmarked Rs 1000 crores in current budget for road construction, which is 22% to total state annual budget.
I took Network Travel bus from Guwahati to Manipur on 26th Dec.2009 and it is horrible to discover the same pathetic road condition, which is same as one decade back. It takes only 45minutes by flight from Guwahati to any other north eastern states but it takes around 16-22 hours by bus even though the distance is only between 450-650kms. The NH39 from Dimapur to Kohima shows not much improvement even though the situation in Nagaland is improved after Indo-Naga peace talks and ceasefire commenced in 1997. It is observe that the road from Dimapur just before reaching Kohima is under going repairing since one decade back but it remains the same with copious of dust in winter and very muddy in summer. But only God knows!
It is also observe that the NH39 in Nagaland is comparatively better than in Manipur. As we enter Mao-gate (Manipur) in the border of Nagaland, the dust in the road starts to envelope the whole body. The NH39 from Mao to Sekmai is too horrible and anyone who travels in this highway will have a token of memory to be kept through out one’s life. The prone land slide area in the periphery of Mao and Maram Bazaar is dangerous to life in summer and risky to lung in winter due to dust and smokes. There are too many potholes and dust near Assam Rifle camp at Lairowching and the Assam Rifles personnel residing in that locality is the witness to that pathetic road condition.
The NH39 from Karong Bazaar to Senapati District HQ is again terrible to travel and one has to use musk to cover up mouth and nose to avoid inhalation of dust and smokes. I think this is the main reason the Senapati District Students’ Association (SDSA) is always after the govt. to improve the pathetic road condition in that area and in the peripheral areas. The SDSA has officially declared to go for 5 days bandh in NH39 commencing from 30th Jan. 2010 mid-night and followed by indefinite economic blockade till the government implement their earlier MoU in 2009.  The road from Senapati HQ to Imphal remains the same till Sekmai. However one can find little improvement from Sekmai to Imphal valley where the meteis are dominant in the areas. In November 2009, when a media team (Sangai Express) conducted an inspection tour of the National Highway 39 till Mao, it is reported that present condition of the National Highway belied its status. It is reported that the Works Department, Ministry has sanctioned required money for NH39 repairing since 2001 but it is claimed that it could not be utilized due to insurgent problems. In 2008, the central govt. has sanctioned Rs 39.25 crores for NH improvement in Manipur and tender notice has been given and last date of submission is on 10th Jan.2010. But since the NH39 is too bad and finalization to tender may take sometime, the state govt. has decided to start immediately the premix carpeting with funds from the state government.
Northeastern States are some of the most beautiful States of India but due to pathetic road condition and insurgent problem, we are still lacking behind from other regions of India. Once the NHs in NE is improved and those insurgent problems are solved, we will have copious of tourists from mainland India and around the world and northeastern states of India may become the Switzerland of India.

Rahul Gandhi's ways of Understanding the Problems

Rahul Gandhi ' a dynamic and promising Indian leader is on the right move to understand the root cause of the problem in India, which is snubbed by many politicians, civil service officers, army officers and many other leaders. One needs to appreciate and adopt his ideology of understanding the problem to solve the problem from the root. Rahul Gandhi's ways of understanding the problems can solved any kinds of problem in this world; no problem in this world is too difficult to solve with understanding ' whether Dalits, Naxalites, Insurgent or any other problems. We know that even a small problem become a critical problem when we try to solve the problem superficially without understanding the root cause of the problem. Trying to remove the problem superficially is only like trimming the branches without removing from the root of the tree.

Recently the UP Congress leaders are following Rahul Gandhi's ways of understanding the problem; the districts units of the congress have organized community lunches and held conventions on 2nd October ' Mahatma Gandhi's birth Anniversary; to understand the problems of the Dalits and make them aware of the central welfare schemes launched for them. Rahul Gandhi stayed in Bundelkhand and Amethi to study and familiar himself about the problems. He also stayed in the home of a Dalit in Shravasti district and interacted with the people in the district to assess the problem and to have better understanding the problem at the grass root level. P.B. Salim, an IAS officer is another exceptional officer in India who is trying to understand the problem of the tribal people in India. He stayed in ten tribal settlements in Lalgarh (WB), eating and dancing with them and even sleeping in their thatched huts. He said that the best way to defeat Maoist is by bringing development to tribal region. (ENS)

We have the long pending problem of J&K but only a few politicians try to understand the root cause and problem. We also have the northeastern insurgent problems but for the last few decades, the central government is trying to solve the problem only superficially; sitting in Delhi without understanding the root cause of the problem cannot remove the problem from the root. Today we have another great problem coming up from the Naxalites but the central government is not considering seriously in untangling the problem last one decade and now the problem is gradually blooming with beautiful flowers. Is it necessary to strike the problem with the might of the Indian army or with the state police personnel forces? Can't we go Rahul Gandhi's ways of understanding the problem to solve amicably? The more we come to interact and deliberate with the people, the more we understand better the problem and we can solve the problem from the root.

Rahul Gandhi's way of understanding the problem will have a great impact in every problem and every concern authority ' may be in the central government, state or block level may need to adopt his ways of understanding and try to solve the problem from the root. Solving the problem superficially will never end the problem and it will continue to exist and develop further unless the problem is removed from the root.

Ukhrul as the Manipur Summer Capital

The headline in Indian Express on 24th August 2009 came as "Centre explores Ukhrul as Manipur's Summer Capital". "The centre is exploring the idea of making Naga-dominated Ukhrul the summer capital of Manipur ' to send the message that the territorial integrity of the state is non-negotiable, and that the Meteis must accommodates the people of the hill districts" (Indian Express). I don't know how far it will be possible to apply the same, "Jammu and Kashmir Model" in Manipur State ' where Srinagar is the summer capital of Jammu and Kashmir. "The centre is keen to impress on the state government that the hill districts must be integrated with the Metei-dominated plains" (ibid).

It is reported in local dailies of Manipur and Nagaland that the Tangkhul Naga Long (TNL), the apex body of the Tangkhul Naga community presented an Eleven Points Charter of Demand for the development of Ukhrul district to Union Home Secretary Gopal Pillai, with signatories of TNL President Stephen Angkang and K Dickson, General secretary, and one of the point charters is to consider "Ukhrul as summer capital of Manipur". It is also interesting to note that all the ten point charters have given the justification for their proposal and demand but not a single justification is mentioned in their proposal and demand ' Ukhrul to be the summer capital of Manipur (Morung Express). For the interest of the Naga people, it would be very appreciable if TNL would give the justification that Ukhrul becoming as the summer capital of Manipur will not affect the aspiration and dreams of Naga people to have One Administrative Unit and Rights to self-determination in the future or they may revoke their proposal and demand. Then the concern Naga people may be free from all kinds of speculation and misunderstanding as they come to know the justifications.

The most interesting part of the reports in Indian express was that Gopal Pillai seems trying to consider the proposal and demand of Ukhrul as summer capital of Manipur immediately ' deferring or snubbing the other ten point chaters as he is aware of the state territorial integrity problems in Manipur. It is also observed that the centre may willingly accept the proposal and demand made by the TNL just to retain the State territorial integrity as the Union Home Ministry Secretary also said, "The territorial integrity of the state is non-negotiable". For all the concern Naga people ' Ukhrul becoming the summer capital of Manipur would be a sensitive issue but for some people ' it would be a matter of inconveniences to commute. Some people may consider that Senapati should become the summer capital of Manipur ' in term of population, multi-ethnicity and location ' situated in the heart of the NH39 ' the life line of Manipur State. Senapati may be the most suitable summer capital of Manipur but once Senapati or any Naga dominated district becomes the summer capital of Manipur ' it may shatter the dream of Naga aspiration to have One Administrative Unit.

I've some questions in my mind but instead of directly I engross in answering those questions, it may be more prudent for me to leave the questions for the Naga people in Nagalim, Meteis and other communities in Manipur to ponder and answer by themselves:

A few questions to the Naga people to ponder:

1.       What will happen to Nagalim once the Ukhrul emerged to Metei-dominated state and became the Summer Capital of Manipur?

2.       Will the Naga people in Nagalim supports the proposal and demand made to the Union Home Ministry Secretary by the TNL, "Ukhrul as summer capital of Manipur"?

3.       Do you think that before the Naga Political problem is solved, it may be good to avoid any Naga dominated district to become the capital of Manipur State or any other State?

4.       What will be the benefit for the Naga people if the Ukhrul district ' the birth place of NSCN top leader Muivah, becomes the Summer Capital of Manipur?

5.       Will it be possible to revoke from summer capital of Manipur and become one of the administrative units of Nagalim in the future?

6.       Why and how the Nagaland became a State and how many people were assassinated when the Nagaland became of the States of India?

7.       Is it necessary to have two capitals in such a small state like Manipur?

8.       Is it too hot that Imphal cannot be the capital in summer season in Manipur?

A few questions to the Meteis and other communities to ponder:

1.       Should the Meteis and other communities take this opportunity and consider Ukhrul to be the summer capital of Manipur so that the concept of Manipur territorial integrity is implemented practically?

2.       What will be advantages of Ukhrul becoming the summer capital, where the district is located in (declared) NH150 and having only 5.9% of the total population of the state?

3.       Do you think that it will be convenience for the people of Manipur if the Tamenglong or Ukhrul or East Imphal District becomes the summer capital of Manipur when the accessibility is concern?

4.       Should we consider Senapati District to be the summer capital of Manipur instead of Ukhrul as it is situated in the life line of NH39 and everyone from Manipur is accessible?

5.       Should the Metei consider more development for the hill districts so that the people in the hill districts are not alienated and consider more on State territorial integrity?

6.       Should the Meteis consider Ukhrul as the summer capital so as to bring better relationship with the Naga people in Manipur and keep the State territorial integrity intact?

7.       Do you think that it would be good for Manipur State territorial Integration in the future if the Meteis and other communities in Manipur consider Ukhrul or any Naga dominated district to be the summer capital of Manipur?

8.       Do you think that the insurgent problem will be reduced if the strong hold of NSCN becomes the summer capital of Manipur?

I give all glory and honour to God for giving me this privilege to deliver a speech on this auspicious occasion of the Naga Students' Union Pune. I reckon this day as the most significant day in our calendar because we are here today to welcome our dear freshers into our family and to celebrate the joy of oneness under the banner of the NSUP. It is also the day to ponder upon our past success and failures in our endeavours and to reaffirm ourselves to move forward in reaching our goal.

As for parents, when a new baby is born in a family, their joy knows no bound to see and hold a baby. In the same way, we are so much pleased to see all the freshers today. On behalf of the Naga family, I warmly welcome you all into our family and wish you a blessed stay here.

Today we start with best determination and this moment reminds us that we are taking a new journey to begin. I believe, in few years we will leave this place and go to different directions, as competent professionals, trained experts in various fields, ready to influence and impact our society. But, let us not spend our time here only on academic interests but we also urge you to volunteer your service within the Naga Students' Union, Naga Christian Fellowship and other Social Activities. I believe, it will also give us a sense of personal fulfilment and all round achievement that can be felt nowhere else. Let us not expect people to call you and I but let's come forward and expose our own gifts and talents and let others see your ray of light shinning in dark corners.

"God has given us this day to use as we will. What we do today is important because we are exchanging a day of our lives for it. When tomorrow comes, this day will be gone forever, leaving behind something we have traded for it. We want to gain, not lose; good, not evil; success, not failure in order that we shall never forget the price we have paid for it because the future is just a whole string of now". An anonymous writer wrote, "Yesterday is history. Tomorrow is a mystery. But today is a gift, and that is why it’s called the present". Let us not waste it but use it for good so that there will be no regret in the future.

As Nagas, we are willing to work for our society and we also yearn to bring unity but the question is how do we bring about harmony in our ventures? We cannot bring peace and tranquillity by mere talks unless you and I come forward and show it in action, it is impossible without your co-operation, help and support. All Nagas, undoubtedly, have many traditions, cultures, practices and beliefs but with an underlying common uniqueness of being called as Nagas. Nagas have an opportunity of being different identity from others. At the same time, we are also rich in cultural heritage. So let other people see and taste not only our rich cultures but more of our togetherness.

 We are far from home having left our near and dear ones. We've come down to pursue our careers and are preparing for our future security.  But the question is, are we going ahead in fulfilling our goal? Have we ever thought that our family, friends, relatives, Churches, Villagers and Society are anxiously waiting for us to come and lead them? Are we preparing ourselves? If not, friends, it's high time for us to look back and examine ourselves and live up not only to other's expectation but let's also consider the expectation of our God whose masterpiece we are. Let us try to live peacefully with everyone who are around us; our neighbours, class mates and especially the people of this beautiful city as they extend their kindness, friendship and hospitality to us.

Be aware that we are not caught up by the rules and regulations of the NSUP resulting us to negative impact on you and others as well. We need to be very careful in our way of conduct. Let's be a model in our lifestyles. The rules and regulations of the NSUP will remain the same to firmly insist on for the well-being of the students. There are many rules and regulations before us to follow but it depends on how we live with it. I, on behalf of my colleagues and the Advisors assure all of you that we will be there right beside you in any matter. In turn, we expect your kind co-operation and response in our pursuit.  

            I want to conclude my speech with an appeal to all the Nagas to bring forth your very best to serve people with your best ability. Life is all the time not about "receiving" but it's about "giving" and being a blessing. Therefore, I want to challenge all of us seated here today by putting one question: Which one is more important. "I want" or "I should do it"? Instead of saying "I should do it", we scream selfishly to say "I want". Paul in Romans 7: 19 says, "For I do not do the good I want, but the evil, I do not want is what I do". We all face the giant in life in many ways. None, in the world are exempted from crisis. When we look into the Bible, “to David, it was slaying a giant. To Moses, it was managing an unmanageable crowd. To Daniel, it was spending the night in a den of lions and to Paul, every missionary journey was an ocean of turbulence. So, whoever trusted in God in the past and whoever trusts the living God in the present are called to THINK BIG, to face challenges.”

Let us work and sweat for a great vision, the vision of transforming our broken society where there is no peace, truth, unity, mutual understanding and love but filled with envy, selfishness, greed, division, killing , corruption  and so on. Let us join our hands together today and stand up for the betterment of our society and wipe out every evil practice and let peace and harmony rule in our lives. With a good conscience our only sure reward  of our deeds, let us go forth to lead a life worthy and acceptable , asking His blessing and His help, but knowing that here on earth God’s work must truly be our own.

Let us run towards the reaching of our Motto: "UNITE FOR GREATER HEIGHTS".

Manipur Deserves Gallantry Award for Fake Encounter?

Everyone in Manipur and whole northeastern states want to repel the AFSPA but the Ibobi Singh government in Manipur wants to run the government under the shadow of AFSPA. This government also wants to recruit more police force, Manipur commandoes and IRB for their protection and to kill more innocent people in the valley and in the hill districts. The state government should have given "gallantry award" to those police who have killed Sanjit in their fake encounter but why now probed by a judicial commission?

The Police who are supposed to be the guardian of the common people but they have taken many innocent people lives in Manipur. Since January 2007, the Manipur Police have killed 225 people in encounters where as the number of Naxalites killed across the country was only 447 (Indian Express). This year on 15th August celebration, the central government should have given "gallantry award" to Manipur State Police for their highest bravery fake encounter in India.

The Manipur state recruiting more IRB and increasing the Manipur Commandoes Force (MCF) from 400 to 1,600 personnel in last 4 years and proposal to raise a women's battalion shows their hidden dirty policies. It is not only the police but the different insurgents groups are also competing with the state police to kill the maximum number of innocent people. It is alleged that the insurgents groups have killed 65 people for different reasons. It means that 290 people became the victims due to police force and insurgents. It is also reported in some papers that 497 people were killed in Manipur State in 2008 alone; this includes both fake encounters and other killing.

The Manipur state government has killed many innocent people in the valley by police and commandoes force and now the state is planning to extend their base to hill districts also to take more innocent lives. Can the state government guarantee that the IRB and MCF will not kill the innocent people in the valley and tribal in the hill districts? The state government under the leadership of Chief Minister Ibobi Singh wants to torment and kill the innocent tribal in the hill districts in Manipur. The state government hidden ideology and policies to eliminate the Naga insurgents and other insurgents in the hill districts in disguise of trying to help the hill people may be appreciated and welcome by some section of the people. However the people in the hill districts in Manipur are also not dull to understand their hidden policies. The State government recruiting more IRB and Manipur Commandoes force is fishy and one may need to study more minutely on this aspects.

The central government is working hard to eliminate all the insurgents groups from northeast India in last 50-60 years but they cannot solve the insurgent problem in northeast. Can the Manipur State government eliminate the insurgents from Manipur state and solve the insurgent problems? Let us also ponder in this aspect: Is the Manipur state trying to eliminate the insurgent from the hill districts and valley by recruiting more commandoes force and IRB? The Assam Rifles ' so called the "Friends of the Hills people", who turn out to be the "Enemy of the Hills people" are also trying to solve the insurgent problem through a peaceful means but they became the enemy of the hill people for torturing and killing the innocent people in Manipur and other states in North east India. The recent development seminars in Bishnupur and Senpati, Union Home Secretary Gopal Pillai reviewed the security situation in the state with the clear-cut instructions against any extra-judicial killings. It may be wiser for the government of Manipur if the Manipur Commandoes Force and IRB does not become another "Enemy of the Hill People and Valley".

One of the most important aspects of fake encounter happening in the state is due to lack of police personnel in intelligent department. It is clearly observed that all kinds of fake encounter are only due to incapability of the intelligent work ' may be in armed personnel or police personnel. When the state increased the number of IRB and Manipur commandoes without increasing the number of intelligent police personnel resulted to kill many more innocent people.

Secondly, the police personnel and armed personnel should treat the other people as one of their fellow human being. When there is no love and understanding in their operation ' many times the result is just opposite. They may want to control and remove all those unwanted elements for the welfare of the people but due to lack of love and understanding, they kill the innocent people inhumanly.

Thirdly, the state and central government should take stern action on those armed personnel, IRB and MCF and bring into justice when they violate and hold responsible in any kind of fake encounter or ill-treatment done to the civilians unnecessarily. This is in order to bring trust and build better relationship between the armed personnel and the civilians. In this way, it would also reduce the fake encounter and other inhuman treatment done by the armed personnel to the civilians.

In current situation in Manipur, we may need Armed Personnel and Manipur Commandoes Force only for development purpose in the valley and in hill districts; they may need to check that the insurgents do not directly involve in developmental fund released by the central government. If not, the state government should not recruit more IRB and other forces to torment and kill the innocent people in the valley or in the hill districts. People in the valley and in the hill districts of Manipur are draining due to AFSPA and we don't need more armed personnel force, IRB and MCF in Manipur State. It is enough! Let the people take a deep breath and have a good sleep now.

Pray: Police to Arrest Culprits

Dear Friends,
Recently four Naga students were assaulted in Pune and the culprits are still absonding.
We are seeking the help from Delhi Northeast Helpline (Madhu Chandra) and also from Abraham Mathai, Vice Chairman of Minority Community, Govt. of Maharashtra to inter in this case.
Madhu Chandra has also written a letter to Abraham Mathai and Police Commissioner, Pune to take the action immediately.
Lets pray that the police may take the action immediately and arrest the culprits.

Four Naga youths faced racial attacked in Pune on June 21, 2009 and were physically assaulted by a group of goons. They sustained injuries on body while one had to undergo five stitches on the forehead. An email statement from North East Support Centre & Helpline stated that the matter was brought before Dr. Abraham Mathai ' Vice Chairman of Maharashtra State Minority Commission today evening and he assured to speak to the concerned police official to look into the matter. According to the source, the incident happened on June 21 at around 11.15 PM at Salisbury Park, Pune, when two Naga students were returning home. Two bike borne local men abused them with vulgar remarks. Both the students objected to the vulgar remarks and told them, "We are Indians." Five minutes later they arrived with 10 to 15 miscreants and beat up the two Naga youths with sticks. Two other Naga students who came out to help were also beaten badly. So far the police failed to take any action against the culprits.

Four Naga Students Assault in Pune

Every year many students come from North East India to study in Pune ' commonly known as Oxford of the East. Unfortunately, it has become a common phenomenon that they are ill-treated in many ways. It is commonly alleged that every now and then the North East people are victims of racial abuse even in its own country. Of late, the racial attack on Indian students in Australia has become the main concern of us Indians. What about in India when it comes to racism and attack on other communities?

On the fateful night of 21st June 2009 around 11:15pm, four Naga students were assaulted by some unknown persons at Salisbury Park, Pune. Two Naga students came outside their compound around 11:15pm for strolling but accidentally one bike came with another pillion rider and they started to abuse them calling, " Nepali's" and "Chinkies". The two Naga students were annoyed but told them courteously that they are Indian and not Nepali. However those two bikers react harshly and there were exchange of some words between them. Eventually, there were few others, and a watch man who intervened and rectified their ignorance telling them that they are from North East part of India. They settled with friendly gesture, even shook hands, and the bikers left. The story did not end there ' to their surprise, within 5 minutes the two bikers came back with 10-15 other guys with sticks and attacked the two boys. Some of those sticks had sharp object in it.

When this two boy's call for help, the other two Naga students living in the same building came outside but those two Naga students were also assaulted with those sticks. One of them was beaten up severely and had 5 stitches on his forehead. The other three students got injuries and bruised on their hands, head, eyes, backbone etc. Indeed, it was an attempt to murder but these students were escaped by God's grace.

The FIR was lodged on 22nd June 2009 early morning under the IPC 323 and 504 at Swargate Police Station under the Additional Commissioner of Police (ACP) and the FIR No. is 645109. However, no action has been taken till date and the four Naga students are still under the trauma of fear and pain. The Naga Students in Pune would like to request the concern authorities to take action urgently and arrest those culprits immediately so that there will be no misunderstanding and bitter relationship created within our own country.
